New Report Urges National Breach Notification Law
A new report from a White House working group urges congressional enactment of a national breach notification law based on three-year-old legislation proposed by the Obama administration that would impose reasonable time periods for notification, minimize interference with law enforcement probes, and potentially prioritize alerts about large, damaging incidents over less significant ones. Among the working group’s recommendations are to bring cybercrime laws in sync with those concerning other types of crimes, codify the president’s cybersecurity framework, formalize the U.S. Department of Homeland Security’s role in handling cybersecurity for civilian agencies, and bar states from requiring companies to build their data centers in their states to help enable cloud computing expansion. Working group leader and presidential counselor John Podesta says the revolution of big data presents challenges to privacy and security that must be met. The group also proposes revising the Electronic Communications Privacy Act to guarantee that the standard of protection for online, digital content is consistent with physical-world protections.
